Thisbillclarifiesthat,forthepurposeofcitiescalculating
one-fifthofgeneralrevenuethatmustbeallocatedtofundinga
policedepartment,generalrevenueofthecitiesthatisdevotedto
specialpurposesorallocatedtospecialfundsbythecities'
charterandordinancesmustbeincludedinthecalculation,subject
toexceptionsinthebill.Onesuchexceptionisanytaxor
appropriationwiththededicatedpurposeoffundingfirst
respondersinthecitieswillbeexcludedfromthecalculation.
Thisbillcontainsanemergencyclause.
