Thisbillwillallowschooldistrictstoissueadistrictteaching
permittoanyindividualwhodoesnotcurrentlyholdaSBEissued
teachingcertificate. Thedistrictteachingpermitallowsthe
holdertoteachonlyintheissuingschooldistrictunlessanother
schooldistrictalsoissuespermitsandrecognizespermitsissued
inthismanneraspartoftheirpolicy.
Thebillrequiresdistrictstodevelopapolicylistingthe
qualifications anindividualshallmeettobeeligibleforthe
teachingpermit,whichinclude,ataminimum,abachelor'sdegree
andbackgroundcheck,aswellasotherrequirementsspecifiedin
thebill.Thenumberofteachersissuedateachingpermitmustnot
exceed15%ofthetotalnumberofteachersemployedinthe
district. Ifanindividualisissuedateachingpermitandteaches
forfouryears,theSBEmayissueateachingcertificateas
specifiedinthebillalternativelytoreceivingacertificatedue
tothepermitalone.
Anyindividualwhoobtainsateachingpermitasdescribedwithin
thebillshallbedeemedateacherforpurposesofdetermining
minimumsalary,tenure,andretirement.
Thisbillprovidesanewfouryearcertificationmethodfor
individualswhowanttosubstituteteach.Applicantsfor
certificationmustalsohavecompletedabackgroundcheck,haveat
least36collegehoursorhavecompleteda20houronlinetraining
andhaveahighschooldiplomaorequivilency. Alternatively, the
StateBoardmaygrantacertificatetoanapplicantwhocompletesa
backgroundcheckandhasexpertiseinatechnicalorbusinessfield
orexperienceintheArmedForcesifthesuperintendent ofthe
schooldistrictsponsorstheindividualandtheschoolboardvotes
toapprovesuchindividualtosubstituteteach.Individualsmust
alsocompleteatwohourorientationcontaininginstructionon
classroommanagementanddevelopedbythedistrictthatsponsors
them.Certificateswillexpireiftheindividualfailsto
substituteteachforatleastfivedaysor40hoursinacalendar
year.
ThebillalsorequirestheDepartmentofElementaryandSecondary
Educationtodevelopanonlinesubstitutetrainingprogramwith20
hoursoftrainingrelatedtosubjectsappropriateforsubstitute
teaching(Sections168.021and168.029,RSMo).
Thebillprovidessubstituteteachersthatapplyforafingerprint
backgroundchecktheopportunitytosubmittheresultstoupto fivedifferentschooldistrictsforaspecifiedfee(Section
168.036).
