Thisbillallowsanypersonwhoholdsavalidcurrentphysicianand
surgeonlicenseissuedbyanotherstate,abranchorunitofthe
military,aterritoryoftheUnitedStates,ortheDistrictof
Columbia,whohasbeenlicensedforatleastoneyearinthat
location,toapplyforaphysicianorsurgeonlicenseinMissouri.
TheBoardofHealingArtscanwaiveanyexamination,educational
requirements,orexperiencerequirementsforthelicensureifthe
Boarddeterminesthattheapplicantmettheminimumeducationand
workexperienceintheotherterritory.
TheBoardwillnotwaivetherequirementsif:
(1)Theapplicanthadhisorherlicenserevokedbyanoversight
committee;
(2)Theapplicantiscurrentlyunderinvestigation;
(3)Theapplicanthasacomplaintpending;
(4)Theapplicantiscurrentlyunderadministrative disciplinary
action;
(5)Theapplicantdoesnotholdalicenseingoodstandingwithan
oversightbodyoutsideofMissouri;or
(6)Theapplicanthasacriminalconvictionthatwoulddisqualify
himorherforlicensureinMissouri.
Thisbilladoptsthe"InterstateMedicalLicensureCompact". The
Compactallowsaphysicianwhomeetstheeligibilityrequirements
toreceiveanexpeditedlicense. Thestatemustperformacriminal
backgroundcheckonanapplicantandthestatecannotrequireany
additionalverificationbeyondprimary-sourceverificationof
medicaleducationorresultsofmedicalorlicensingexaminations.
Aphysicianmayrenewhisorherexpeditedlicenseasamemberof
theCompact.
TheCompactestablishesaconfidentialdatabaseofallphysicians
whohavebeengrantedanexpeditedlicenseorwhohaveappliedfor
anexpeditedlicense,forthepurposeofallowingmemberstatesto
reportdisciplinaryorinvestigatoryinformation. Memberstatesmayparticipateinjointinvestigations ofphysicians
withothermemberstates,andanydisciplinaryactiontakenbyone
memberstatemaysubjectthephysiciantodisciplinewithother
memberstates.Ifaphysician'slicenseisrevoked,surrendered,
orrelinquishedinonestate,itshallautomaticallybeplacedon
thesamestatusintheothermemberstates.
TheCompactestablishesthe"InterstateMedicalLicensureCompact
Commission"toactasacorporateandjointagencyofthemember
statesandtooverseeandmaintainadministration oftheCompact.
TheCompactoutlinesproceduresforanymemberstatethatfailsto
performitsobligationsoftheCompact.
TheCompactwillonlybeeffectiveoncesevenstateshaveenacted
legislationtojointheCompact.
TheCompactoutlinestheproceduretowithdrawfromtheCompact.
TheCompactsupercedesallotherlawsthatconflictwithprovisions
oftheCompact.
ThisbillissimilartoHB516(2021)andHB2256(2020).
PROPONENTS: Supporterssaythatthishelpsdoctorsgetlicensedin
Missouriifheorshealreadyhasalicenseinanotherstate
withoutadministrative actions. Supportersalsosaythiskeeps
doctorsinMissouriwhowanttoliveherebutwanttopracticein
otherstates.
