FISCAL ANALYSIS
ASSUMPTION
Oversight notes this proposal creates the 21
st
-Century Missouri Broadband Deployment Task
Force (Task Force) that shall have 33 members from various state, local political subdivision,
and independent business organizations throughout Missouri. The Task Force is required to hold
periodic meetings, make a recommendation, evaluate deployment, and create annual summaries
for the Missouri Legislative Branch of how to best increase broadband Internet deployment to
underserved residents and communities throughout Missouri.
Officials from the Department of Economic Development Department of Elementary
and Secondary Education, the Department of Mental Health, the Missouri House of
Representatives, the Legislative Research, Oversight Division, and the Joint Committee on
Administrative Rules each assume the proposal will have no impact on their respective
organizations. Therefore, Oversight will reflect a zero impact in the fiscal note.
Officials from the Missouri Senate assume the proposal could have a negative fiscal impact to
reimburse 3 senators for travel to the 21St Century Missouri Broadband Deployment Task Force
meetings. Details are in the attached analysis. In summary, it will cost approximately $384 per
meeting. For purposes of this fiscal note, Oversight assumes the expenses of the Joint
Contingent Appropriation would be minimal and not material enough to include in this fiscal
note. Therefore, for purposes of this fiscal note, Oversight will not report a fiscal impact as it
relates to this section.
Officials from the Metropolitan Saint Louis Sewer District - 7B Sewer, the South River
Drainage District - 7D Levee, the Hermann Area Hospital District, and the Hancock Street
Light District each assume the proposal will have no fiscal impact on their organization.
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a
zero impact in the fiscal note.
