19 3.Thecumulativeamountoftaxcreditsallowedtoalltaxpayersunderthis
20sectionshallnotexceedthreemilliondollarspertaxyear.Iftheamountoftaxcredits
21claimedinataxyearunderthissectionexceedsthreemilliondollars,taxcreditsshallbe
22apportionedamongalleligibletaxpayers.
23 4.Notaxcreditclaimedunderthissectionshallbeassigned,transferred,sold,or
24otherwiseconveyed.Iftheamountofthetaxcreditexceedsthetaxpayer'sstatetax
25liability,thedifferenceshallnotberefundablebutmaybecarriedforwardtoanyofthe
26fivesubsequenttaxyears.
27 5.Thedepartmentofrevenueshallpromulgateallnecessaryrulesand
28regulationsfortheadministrationofthissectionincluding,butnotlimitedto,rules
29relatingtotheverificationofataxpayer'squalifiedamount.Anyruleorportionofa
30rule,asthattermisdefinedinsection536.010,thatiscreatedundertheauthority
31delegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandissubjectto

39effectivedateofthissectionunlessreauthorizedbyanactofthegeneralassembly;and
40 (2)Ifsuchprovisionsofthissectionarereauthorized,suchprovisionsshall
41automaticallysunsettwelveyearsaftertheeffectivedateoftheirreauthorization;and
42 (3)ThissectionshallterminateonSeptemberfirstofthecalendaryear
43immediatelyfollowingthecalendaryearinwhichtheprovisionsofthissectionare

191.515.Aneligiblestudentmayapplytothedepartmentforaloanundersections
2191.500to191.550onlyif,atthetimeofhisorherapplicationandthroughouttheperiod
3duringwhichheorshereceivestheloan,heorsheisaresidentofthisstateandhasbeen
4formallyacceptedasastudentinaparticipatingschoolinacourseofstudyleadingtothe
5degreeofdoctorofmedicine[or],doctorofosteopathy,[andisaresidentofthisstate]doctor
6ofdentalsurgery,ordoctorofdentalmedicineortothebachelorofsciencedegreein
7dentalhygiene.
191.520.Noloantoanyeligiblestudentshallexceed[seventhousandfivehundred]
2twenty-fivethousanddollarsforeachacademicyear,whichshallrunfromAugustfirstof
HCSHB2133 3 3anyyearthroughJulythirty-firstofthefollowingyear.Allloansshallbemadefromfunds
4appropriatedtothemedicalschoolloanandloanrepaymentprogramfundcreatedbysection
5191.600,bythegeneralassembly.
191.525.Nomorethantwenty-fiveloansshallbemadetoeligiblestudentsduringthe
2firstacademicyearthisprogramisineffect.Twenty-fivenewloansmaybemadeforthenext
3threeacademicyearsuntilatotalofonehundredloansareavailable.Atleastone-halfofthe
4loansshallbemadetostudentsfromruralareasasdefinedinsection191.500.Aneligible
5studentmayreceiveloansforeachacademicyearheorsheispursuingacourseofstudy
6directlyleadingtoadegreeofdoctorofmedicine[or],doctorofosteopathy, doctorofdental
7surgery,ordoctorofdentalmedicineortoabachelorofsciencedegreeindental
8hygiene.
335.230.Financialassistancetoanyqualifiedapplicantshallnotexceed[five] ten
2thousanddollarsforeachacademicyearforaprofessionalnursingprogramandshallnot
3exceed[twothousandfivehundred] fivethousanddollarsforeachacademicyearfora
4practicalnursingprogram.Allfinancialassistanceshallbemadefromfundscreditedtothe
5professionalandpracticalnursingstudentloanandnurseloanrepaymentfund.Aqualified
6applicantmayreceivefinancialassistanceforeachacademicyearheorsheremainsastudent
7ingoodstandingataparticipatingschool.
335.257.Successfulapplicantsforwhomloanpaymentsaremadeunderthe
2provisionsofsections335.245to335.259shallverifytothedepartmenttwiceeachyear[, in
3JuneandinDecember,]inthemannerprescribedbythedepartmentthatqualified
4employmentinthisstateisbeingmaintained.
