ForalltaxyearsbeginningonorafterJanuary1,2023,aprimary carephysicianoradentist,asdefinedinthebill,thatpractices andresidesinacountyinMissouriwithfewerthan25,000 inhabitantswillbeallowedtoclaimataxcreditagainstthe taxpayer'sstatetaxliabilityinanamountequalto$15,000. Innoeventwillthetotalamountofataxcreditauthorizedunder thisbillexceedataxpayer'sincometaxliabilityforthetaxyear forwhichsuchcreditisclaimed. Notaxcreditclaimedunderthis sectionshallbecarriedforwardtoanysubsequenttaxyear.The taxcreditwillnotbeassigned,transferred,sold,orconveyed. Theamountoftaxcreditsallowediscappedat$3million,andif theamountoftaxcreditsclaimedexceedsthatcap,thecredits willbeapportionedamongalleligibletaxpayers. Thebillalsoexpandsthepoolofeligiblestudentsthatmayapply totheDepartmentofHealthandSeniorServicesforastudentloan underChapter191,RSMo,fromstudentspursuingadegreeofdoctor ofmedicineordoctorofosteopathytonowincludestudentsseeking adegreeintheareaofpsychiatry,adegreeofdoctorofdental surgeryordentalmedicine,orabachelorofsciencedegreein dentalhygieneandprovidesthatalleligiblestudentsmustbe residentsofthestate.Thecapforaloantoaneligiblestudent shallalsoberaisedfrom$7,500to$25,000foreachacademicyear. Thisbillalsoraisestheamountoffinancialassistanceavailable toqualifiedapplicantsthroughtheNursingStudentLoanProgram underChapter335from$5,000to$10,000forastudentofa professionalnursingprogramandfrom$2,500to$5,000fora studentofapracticalnursingprogram.
