345.022.1.Anypersonintheperson'sclinicalfellowshipasdefinedinsections

3oraudiology.Theboardmayissueaprovisionallicensetoanapplicantwho:
4 (1)Hasmettherequirementsforpracticumandacademicrequirementsfroman
5accreditedtrainingprogramasdefinedinsections345.010to345.080;
6 (2)Submitsanapplicationtotheboardonaformprescribedbytheboard.Such
7formshallincludeaplanforthecontentandsupervisionoftheclinicalfellowship,as
8wellasevidenceofgoodmoralandethicalcharacter;and
9 (3)Submitstotheboardanapplicationfee,assetbytheboard,forthe
10provisionallicense.
11 2.Aprovisionallicenseiseffectiveforoneyear.Aprovisionallicensemaybe
12extendedforanadditionaltwelvemonthsonlyforpurposesofcompletingthe
13postgraduateclinicalexperienceportionoftheclinicalfellowship;providedthat,the
14applicanthaspassedthenationalexaminationandshallholdamaster'sdegreefroman
15approvedtrainingprograminhisorherareaofapplication.
16 3.Withintwelvemonthsofissuanceoftheprovisionallicense,theapplicantshall
17passanexaminationpromulgatedorapprovedbytheboard.
18 4.Withintwelvemonthsofissuanceofaprovisionallicense,theapplicantshall
19completetherequirementsforthemaster'sordoctoraldegreefromaprogram
20accreditedbytheCouncilonAcademicAccreditationoftheAmericanSpeech-
21Language-HearingAssociationorotheraccreditingagencyapprovedbytheboardin
22theareainwhichlicensureissought.

23directsupervisionofalicensedspeech-languagepathologistandhasnotcompletedmorethan
24thenumberofclinicalhoursrequiredbyrule.
25 2.Nooneshallbeexemptpursuanttosubdivision(1)or(6)ofsubsection1ofthis
26sectionifthepersondoesanyworkasaspeech-languagepathologistoraudiologistoutsideof
27theexemptedareasoutlinedinthissectionforwhichafeeorcompensationmaybepaidby
28therecipientoftheservice.Whencollegeoruniversityclinicschargeafee,supervisorsof
29studentcliniciansshallbelicensed.
345.050.1.Tobeeligibleforlicensurebytheboardbyexamination,eachapplicant
2shallsubmittheapplicationfeeandshallfurnishevidenceofsuchperson'scurrent
3competenceandshall:
4 (1)Holdamaster'soradoctoraldegreefromaprogramthatwasawarded
5"accreditationcandidate"statusorisaccreditedbytheCouncilonAcademicAccreditationof

23activitystatementandmeetoneofthefollowingrequirements:
24 (1)Theboardshallissuealicensetoanyspeech-languagepathologistoraudiologist
25whoislicensedinanothercountryandwhohashadnoviolations,suspensionorrevocations
26ofalicensetopracticespeech-languagepathologyoraudiologyinanyjurisdiction;provided
27that,suchpersonislicensedinacountrywhoserequirementsaresubstantiallyequalto,or
28greaterthan,Missouriatthetimetheapplicantappliesforlicensure;or
29 (2)HoldthecertificateofclinicalcompetenceissuedbytheAmericanSpeech-
30Language-HearingAssociationintheareainwhichlicensureissought.
345.170.Sections345.170to345.240shallbeknownandmaybecitedasthe

345.175.1.ThepurposeofthisCompactistofacilitateinterstatepracticeof
2audiologyandspeech-languagepathologywiththegoalofimprovingpublicaccessto
3audiologyandspeech-languagepathologyservices.Thepracticeofaudiologyand
4speech-languagepathologyoccursinthestatewherethepatient/client/studentislocated
5atthetimeofthepatient/client/studentencounter.TheCompactpreservesthe
6regulatoryauthorityofstatestoprotectpublichealthandsafetythroughthecurrent
7systemofstatelicensure.
8 2.ThisCompactisdesignedtoachievethefollowingobjectives:
9 (1)Increasepublicaccesstoaudiologyandspeech-languagepathologyservices
10byprovidingforthemutualrecognitionofothermemberstatelicenses;
11 (2)Enhancethestates'abilitytoprotectthepublic'shealthandsafety;
12 (3)Encouragethecooperationofmemberstatesinregulatingmultistate
13audiologyandspeech-languagepathologypractice;
14 (4)Supportspousesofrelocatingactivedutymilitarypersonnel;
15 (5)Enhancetheexchangeoflicensure,investigativeanddisciplinary
16informationbetweenmemberstates;

7actionpermittedbyastate'slawswhichisimposedbyalicensingboardorother
8authorityagainstanaudiologistorspeech-languagepathologist,includingactions

345.200.Activedutymilitarypersonnel,ortheirspouse,shalldesignateahome
2statewheretheindividualhasacurrentlicenseingoodstanding.Theindividualmay
3retainthehomestatedesignationduringtheperiodtheservicememberisonactive
4duty.Subsequenttodesignatingahomestate,theindividualshallonlychangetheir
5homestatethroughapplicationforlicensureinthenewstate.
345.205.1.Inadditiontotheotherpowersconferredbystatelaw,aremotestate

7issuedbyalicensingboardinamemberstatefortheattendanceandtestimonyof
8witnessesortheproductionofevidencefromanothermemberstateshallbeenforcedin
9thelatterstatebyanycourtofcompetentjurisdiction,accordingtothepracticeand
10procedureofthatcourtapplicabletosubpoenasissuedinproceedingspendingbeforeit.
11Theissuingauthorityshallpayanywitnessfees,travelexpenses,mileageandotherfees
12requiredbytheservicestatutesofthestateinwhichthewitnessesorevidenceare
13located.
14 (3)Onlythehomestateshallhavethepowertotakeadverseactionagainstan

4 2.Ifamajorityofthelegislaturesofthememberstatesrejectsarule,by

73PublicnoticeofanyrevisionsshallbepostedonthewebsiteoftheCommission.The

5bindingdisputeresolutionfordisputesasappropriate.
6 2.(1)TheCommission,inthereasonableexerciseofitsdiscretion,shallenforce
7theprovisionsandrulesofthisCompact.
8 (2)Bymajorityvote,theCommissionmayinitiatelegalactionintheUnited
9StatesDistrictCourtfortheDistrictofColumbiaorthefederaldistrictwherethe
10Commissionhasitsprincipalofficesagainstamemberstateindefaulttoenforce
11compliancewiththeprovisionsoftheCompactanditspromulgatedrulesandbylaws.
12Thereliefsoughtmayincludebothinjunctivereliefanddamages.Intheeventjudicial
13enforcementisnecessary,theprevailingmembershallbeawardedallcostsoflitigation,
14includingreasonableattorney'sfees.
15 (3)TheremedieshereinshallnotbetheexclusiveremediesoftheCommission.
16TheCommissionmaypursueanyotherremediesavailableunderfederalorstatelaw.

2Compactstatuteisenactedintolawinthe10thmemberstate.Theprovisions,which

12 3.AnymemberstatemaywithdrawfromthisCompactbyenactingastatute

14 (1)Amemberstate'swithdrawalshallnottakeeffectuntilsix(6)monthsafter
15enactmentoftherepealingstatute.
16 (2)Withdrawalshallnotaffectthecontinuingrequirementofthewithdrawing
17state'saudiologyorspeech-languagepathologylicensingboardtocomplywiththe
18investigativeandadverseactionreportingrequirementsofthisactpriortotheeffective
19dateofwithdrawal.
20 4.NothingcontainedinthisCompactshallbeconstruedtoinvalidateorprevent
21anyaudiologyorspeech-languagepathologylicensureagreementorothercooperative

24 5.ThisCompactmaybeamendedbythememberstates.Noamendmenttothis

345.235.ThisCompactshallbeliberallyconstruedsoastoeffectuatethe
2purposesthereof.TheprovisionsofthisCompactshallbeseverableandifanyphrase,
3clause,sentenceorprovisionofthisCompactisdeclaredtobecontrarytothe
4constitutionofanymemberstateoroftheUnitedStatesortheapplicabilitythereofto
5anygovernment,agency,personorcircumstanceisheldinvalid,thevalidityofthe
6remainderofthisCompactandtheapplicabilitythereoftoanygovernment,agency,
7personorcircumstanceshallnotbeaffectedthereby.IfthisCompactshallbeheld
