HB2138--AUDIOLOGYANDSPEECHLANGUAGEPATHOLOGYINTERSTATE COMPACT SPONSOR: Kelley(127) Thisbillallowsapersonwantingtopracticespeech-language pathologyoraudiologytoapplyforaprovisionallicenseallowing himorhertoparticipateinasupervisedprofessionalemployment periodfollowingcompletionoftheacademicandpracticum requirementsofanaccreditedtrainingprogram. Theprovisionallicenseisforoneyearbutmaybeextendedforan additional12monthsifthepurposeistocompletepostgraduate clinicalexperiencerequirements. Anapplicantmustcompletehis orhermaster'sordoctoraldegreefromaprogramaccreditedbythe CouncilofAcademicAccreditationoftheAmericanSpeechLanguage- HearingAssociationorotheraccreditingagencyapprovedbythe boardintheareainwhichlicensureissoughtwithin12monthsof theissuanceoftheprovisionallicense. Theapplicantmustalso passanexaminationpromulgatedorapprovedbytheBoardof RegistrationfortheHealingArts,withintheDepartmentof CommerceandInsurance,within12monthsoftheissuanceofthe provisionallicense. Tobeeligibleforanon-provisionallicensefromtheBoardof RegistrationfortheHealingArts,anapplicantmustshowwritten evidenceofcompletionofthesupervisedprofessionalemployment period.Thewrittenevidencemustbewrittenbyhisorher supervisor. ThisbillalsoentersMissouriintoa"AudiologyandSpeech- LanguagePathologyInterstateCompact". Anaudiologistorspeech- languagepathologistwithanunencumberedlicensepracticingina memberstateofthecompactmaybeeligibletopracticeinother memberstates.Theindividualwouldberequiredtofollowall laws,rulesandregulationsinthehomeorremotestateheorshe ispracticingin. TheCompactisdesignedtoachievespecifiedobjectives,including, increasingpublicaccesstoaudiologyandspeech-languagepathology services;supportingmilitaryspouses;enhancingtheexchangeof licensure,investigative, anddisciplinaryinformationbetween memberstates;andallowingaremotestatetoholdaproviderwith acompactprivilegeinthatstateaccountabletothatstate's practicestandards. Alicensedaudiologistorspeech-languagepathologistproviding servicesinaremotestateissubjecttothatstate'sregulator authority. Aremotestatemayremovealicensee'scompact privilegeintheremotestateforaspecificperiodoftime,impose fines,and/ortakeanyothernecessaryactionstoprotectthe healthandsafetyofitscitizens. Administrative actionswillbe reportedtotheindividual'shomestate.Aremotestatecan investigateandreportcomplaintsagainstanindividual,butonly anindividual'shomestatecanrevokehisorherlicense. Thecompactwillhaverulesandregulationsofthecompactcreated andmonitoredbya"AudiologyandSpeech-LanguagePathologyCompact Commission"comprisedofdelegatesfromallofthememberstates. TheCompactshallcomeintoeffectonthedateonwhichtheCompact statuteisenactedintolawinthe10thmemberstate.
