ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB 2152. Thisbillprovidesadefinitionfor"schoolinnovationteam"and for"schoolinnovationwaiver"andallowsschoolinnovationteams tosubmitaplantotheStateBoardofEducation(SBE)forastate innovationwaiverforavarietyofpurposesasoutlinedinthe bill. PlanssubmittedtotheSBEmustincludetheprovisionoflawfor whichthewaiverisbeingrequested,aswellasdemonstratethe necessityofthewaiver,providemeasurableperformancetargetsand goals,anddemonstratesupportfortheplan,alongwithadditional requirementsasprovidedinthebill. ThebillprovidestheSBEspecificcriteriafortheevaluationof submittedplansandpermitstheSBEtomakemodificationstothe planwiththecooperationoftheschoolinnovationteam. Schoolinnovationwaiversareonlyeffectiveforthreeyears beginningtheschoolyearfollowingtheapprovalandmaybe renewed. Onlyonewaivermaybeineffectperschoolatatime, andspecificrestrictionstostatutoryrequirementsrelatingto schoolstartdate,teachercertification, teachertenure,orany requirementimposedbyfederallaw,areapplicable. TheDepartmentofElementaryandSecondaryEducationisrequiredto publishanannualreportdocumentingandprovidingdataregarding therequestedandgrantedwaiversatthestatewide,district,and schoolbuildinglevelstoanalyzespecifiedtendsandrequest modifications. Thisbillrepealssection161.210RSMorelatingto thecurrentwaiverprovision. ThisbillisthesimilartoSB662(2022). Thefollowingisasummaryofthepublictestimonyfromthe committeehearing.
