BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows: SectionA.Section170.018,RSMo,isrepealedandtwonewsectionsenactedinlieu 2thereof,tobeknownassections170.018and170.036,toreadasfollows: 170.018.1.(1)Forpurposesofthissection,"computersciencecourse"meansa 2courseinwhichstudentsstudycomputersandalgorithmicprocesses,includingtheir 3principles,hardwareandsoftwaredesigns,implementation,andimpactonsociety.Theterm 4shallinclude,butnotbelimitedto,astand-alonecourseatanyelementary,middle,or 5highschooloracourseatanyelementaryormiddleschoolthatembedscomputer 6sciencecontentwithinothersubjects. 7 (2)Thedepartmentofelementaryandsecondaryeducationshall,beforeJuly1,2019, 8developahighschoolgraduationpolicythatallowsastudenttofulfilloneunitofacademic 9creditwithadistrict-approvedcomputersciencecoursemeetingthestandardsofsubsection2 10ofthissectionforanymathematics,science,orpracticalartsunitrequiredforhighschool 11graduation.Thepolicyshallrequirethatallstudentshaveeithertakenallcoursesthatrequire 12end-of-courseexaminationsformathandscienceorareontracktotakeallcoursesthat 13requireend-of-courseexaminationsformathandscienceundertheMissourischool 14improvementprograminordertoreceivecredittowardhighschoolgraduationunderthis 15subsection. EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 16 (3)Aschooldistrictshallcommunicatetostudentselectingtouseacomputerscience 17courseforamathematicsunitthatsomeinstitutionsofhighereducationmayrequirefour 18unitsofacademiccreditinmathematicsforcollegeadmission.Theparent,guardian,orlegal 19custodianofeachstudentwhochoosestotakeacomputersciencecoursetofulfillaunitof 20academiccreditinmathematicsshallsignandsubmittotheschooldistrictadocument 21containingastatementacknowledgingthattakingacomputersciencecoursetofulfillaunit 22ofacademiccreditinmathematicsmayhaveanadverseeffectoncollegeadmission 23decisions. 24 (4)Thedepartmentofelementaryandsecondaryeducationandthedepartmentof 25highereducationandworkforcedevelopmentshallcooperateindevelopingandimplementing 26academicrequirementsforcomputersciencecoursesofferedinanygradeorgradesnotlower 27thantheninthnorhigherthanthetwelfthgrade. 28 2.(1)Thedepartmentofelementaryandsecondaryeducationshallconveneawork 29grouptodevelopandrecommendrigorousacademicperformancestandardsrelatingto 30computerscienceforstudentsinkindergartenandineachgradenothigherthanthetwelfth 31grade.Theworkgroupshallinclude,butnotbelimitedto,educatorsprovidinginstructionin 32kindergartenorinanygradenothigherthanthetwelfthgradeandrepresentativesfromthe 33departmentofelementaryandsecondaryeducation,thedepartmentofhighereducationand 34workforcedevelopment,businessandindustry,andinstitutionsofhighereducation.The 35departmentofelementaryandsecondaryeducationshalldevelopwrittencurriculum 36frameworksrelatingtocomputersciencethatmaybeusedbyschooldistricts.The 37requirementsofsection160.514shallnotapplytothissection. 38 (2)Thestateboardofeducationshalladoptandimplementacademicperformance 39standardsrelatingtocomputersciencebeginninginthe2019-20schoolyear. 40 3.BeforeJuly1,2019,thedepartmentofelementaryandsecondaryeducationshall 41developaprocedurebywhichanyteacherwhoholdsacertificateoflicensetoteachunder 42section168.021anddemonstratessufficientcontentknowledgeofcomputerscienceshall 43receiveaspecialendorsementon[hisorher]theteacher'slicensesignifying[hisorher]the 44teacher'sspecializedknowledgeincomputerscience. 45 4.(1)Forpurposesofthissubsection,"eligibleentity"means: 46 (a)Alocaleducationalagency,oraconsortiumoflocaleducationalagencies,inthe 47state,includingcharterschoolsthathavedeclaredthemselveslocaleducationalagencies; 48 (b)Aninstitutionofhighereducationinthestate;or 49 (c)Anonprofitorprivateproviderofnationallyrecognizedandhigh-quality 50computerscienceprofessionaldevelopment,asdeterminedbythedepartmentofelementary 51andsecondaryeducation. HB2202 2 52 (2)Thereisherebycreatedinthestatetreasurythe"ComputerScienceEducation 53Fund".Thefundshallconsistofallmoneysthatmaybeappropriatedtoitbythegeneral 54assemblyandanygifts,contributions,grants,orbequestsreceivedfromprivateorother 55sourcesforthepurposeofprovidingteacherprofessionaldevelopmentprogramsrelatingto 56computerscience.Thestatetreasurershallbecustodianofthefund.Inaccordancewith 57sections30.170and30.180,thestatetreasurermayapprovedisbursements.Thefundshallbe 58adedicatedfundand,uponappropriation,moneysinthefundshallbeusedsolelyforthe 59administrationofgrantstoeligibleentitiesasdescribedinthissection.Notwithstandingthe 60provisionsofsection33.080tothecontrary,anymoneysremaininginthefundattheendof 61thebienniumshallnotreverttothecreditofthegeneralrevenuefund.Thestatetreasurer 62shallinvestmoneysinthefundinthesamemannerasotherfundsareinvested.Anyinterest 63andmoneysearnedonsuchinvestmentsshallbecreditedtothefund. 64 (3)Thestateboardofeducationshallawardgrantsfromthecomputerscience 65educationfundtoeligibleentitiesforthepurposeofprovidingteacherprofessional 66developmentprogramsrelatingtocomputerscience.Aneligibleentitywishingtoreceive 67suchagrantshallsubmitanapplicationtothedepartmentofelementaryandsecondary 68educationaddressinghowtheentityplansto: 69 (a)Reachnewandexistingteacherswithlittlecomputersciencebackground; 70 (b)Useeffectivepracticesforprofessionaldevelopment; 71 (c)Focusthetrainingontheconceptualfoundationsofcomputerscience; 72 (d)Reachandsupporthistoricallyunderrepresentedstudentsincomputerscience; 73 (e)Provideteacherswithconcreteexperiencewithhands-on,inquiry-basedpractices; 74and 75 (f)Accommodatetheparticularneedsofstudentsandteachersineachdistrictand 76school. 77 5.(1)ForallschoolyearsbeginningonorafterJuly1,2023,eachpublichigh 78schoolandcharterhighschoolshallofferatleastonecomputersciencecourseinanin- 79personsettingorasavirtualordistancecourseoption. 80 (2)Anycomputersciencecourseorinstructionofferedunderthissubsection 81shall: 82 (a)Beofhighqualityasdefinedbythestateboardofeducation; 83 (b)Meetorexceedthecomputerscienceperformancestandardsdevelopedand 84adoptedbythedepartmentofelementaryandsecondaryeducationunderthissection; 85and 86 (c)Foranycomputersciencecourseofferedbyapublichighschoolorcharter 87highschool,beofferedinsuchschool'scoursecatalog. HB2202 3 88 (3)OnorbeforeJunethirtiethofeachschoolyear,eachschooldistrictshall 89submittothedepartmentofelementaryandsecondaryeducationareportforthe 90currentschoolyearwhichshallinclude,butnotbelimitedto: 91 (a)Thenamesandcoursecodesofcomputersciencecoursesofferedineach 92schoolinthedistrictwithacoursedescriptionandwhichcomputerscienceperformance 93standardsarecovered,totheextentsuchinformationisavailable; 94 (b)Thenumberandpercentageofstudentswhoenrolledineachcomputer 95sciencecourse,listedbythecategoriesinsubparagraphsa.tof.ofthisparagraph.Ifa 96categorycontainsonetofivestudentsorcontainsaquantityofstudentsthatwould 97allowthequantityofanothercategorythatcontainsfiveorfewertobededuced,the 98numbershallbereplacedwithasymbol: 99 a.Sex; 100 b.Raceandethnicity; 101 c.Specialeducationstatusincluding,butnotlimitedto,studentsreceiving 102servicesunderthefederalIndividualswithDisabilitiesEducationAct(IDEA)(20U.S.C. 103Section1400etseq.,asamended)orSection504ofthefederalRehabilitationActof 1041973(29U.S.C.Section794),asamended; 111 b.Sex; 112 c.Raceandethnicity;and 113 d.Highestacademicdegree. 114 (4)OnorbeforeSeptemberthirtiethofeachschoolyear,thedepartmentof 115elementaryandsecondaryeducationshallpostthefollowingonthedepartment's 116website: 117 (a)Datareceivedunderparagraphs(a)and(b)ofsubdivision(3)ofthis 118subsection,disaggregatedbyschoolandaggregatedstatewide;and 119 (b)Datareceivedunderparagraph(c)ofsubdivision(3)ofthissubsection, 120aggregatedstatewide. 121 (5)OnorbeforeJunethirtiethofeachschoolyear,thedepartmentofelementary 122andsecondaryeducationshallpublishalistofcomputersciencecoursecodesandnames 123withacoursedescriptionandanindicationofwhichcoursesmeetorexceedthe HB2202 4 124departmentofelementaryandsecondaryeducation'scomputerscienceperformance 125standards. 126 6.Thedepartmentofelementaryandsecondaryeducationshallappointa 127computersciencesupervisor.Thecomputersciencesupervisorshallberesponsiblefor 128implementingtheprovisionsofthissection. 129 7.ForallschoolyearsbeginningonorafterJuly1,2023,acomputerscience 130coursesuccessfullycompletedandcountedtowardstategraduationrequirementsshall 131beequivalenttoonesciencecourseoronepracticalartscreditforthepurposeof 132satisfyinganyadmissionrequirementsofanypublicinstitutionofhighereducationin 133thisstate. 134 8.Thedepartmentofelementaryandsecondaryeducationshallpromulgaterulesto 135implementtheprovisionsofthissection.Anyruleorportionofarule,asthattermisdefined 136insection536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecome 137effectiveonlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536and,if 138applicable,section536.028.Thissectionandchapter536arenonseverable,andifanyofthe 139powersvestedwiththegeneralassemblypursuanttochapter536toreview,todelaythe 140effectivedate,ortodisapproveandannularulearesubsequentlyheldunconstitutional,then 141thegrantofrulemakingauthorityandanyruleproposedoradoptedafterDecember18,2018, 142shallbeinvalidandvoid. 170.036.1.Thereisherebyestablishedthe"ComputerScienceEducationTask 2Force"withinthedepartmentofelementaryandsecondaryeducation. 3 2.Thetaskforceshallconsistofthefollowingmembers: 4 (1)Twomembersofthehouseofrepresentatives,withonemembertobe 5appointedbythespeakerofthehouseofrepresentativesandonemembertobe 6appointedbytheminorityleaderofthehouseofrepresentatives; 7 (2)Twomembersofthesenate,withonemembertobeappointedbythe 8presidentprotemporeofthesenateandonemembertobeappointedbytheminority 9leaderofthesenate; 10 (3)Thegovernororthegovernor'sdesignee; 11 (4)Thecommissionerofeducationorthecommissioner'sdesignee; 12 (5)Thecommissionerofhighereducationorthecommissioner'sdesignee;and 13 (6)Sixmemberswhorepresenttheinterestsofeachofthefollowinggroups,to 14beappointedbythecommissionerofeducation: 15 (a)Thestateboardofeducation; 16 (b)Privateindustryinthisstatewithinterestincomputerscience; 17 (c)Nonprofitorganizations; 18 (d)Anassociationofschoolsuperintendents; HB2202 5 19 (e)Astatewideassociationrepresentingcomputerscienceteachers;and 20 (f)Asecondaryteacherleaderfromcareerandtechnicaleducationrepresenting 21computerscienceteachers. 22 3.Themissionofthecomputerscienceeducationtaskforceshallbetodevelopa 23statestrategicplanforexpandingastatewidecomputerscienceeducationprogram, 24includingthefollowing: 25 (1)Astatementofpurposethatdescribestheobjectivesorgoalsthestateboard 26ofeducationwillaccomplishbyimplementingacomputerscienceeducationprogram, 27thestrategiesbywhichthosegoalswillbeachieved,andatimelineforachievingthose 28goals; 29 (2)AsummaryofthecurrentstatelandscapeforK-12computerscience 30education,includingdemographicreportingofstudentstakingthesecourses; 31 (3)Aplanforexpandingcomputerscienceeducationopportunitiestoevery 32schoolinthestatewithinfiveyearsandincreasingtherepresentationofstudentsfrom 33traditionallyunderservedgroups,incomputerscienceincludingfemalestudents, 34studentsfromhistoricallyunderrepresentedracialandethnicgroups,studentswith 35disabilities,English-languagelearnerstudents,studentswhoqualifyforfreeand 36reduced-pricemeals,andruralstudents; 37 (4)Aplanforintegratingcomputerscienceinstructioninkindergartenthrough 38eighthgradesaroundthebasicsofcomputerscienceandcomputationalthinkingand 39exploratorycomputerscience; 40 (5)Aplanforthedevelopmentofrigorousstandardsandcurriculumguidelines 41forK-12computerscience,includingwaystoincorporatecomputerscienceintoexisting 42standardsattheelementarylevel,asappropriate; 43 (6)Aplanforensuringteachersarewell-preparedtobeginteachingcomputer 44science,includingdefininghigh-qualityprofessionallearningforin-serviceteachersand 45strategiesforpre-serviceteacherpreparation; 46 (7)Anongoingevaluationprocessthatisoverseenbythestateboardof 47education; 48 (8)Proposedrulesthatincorporatetheprinciplesofthemasterplanintothe 49state'spubliceducationsystemasawhole;and 50 (9)Aplantoensurelong-termsustainabilityforcomputerscienceeducation. 51 4.Thespeakerofthehouseofrepresentativesshalldesignatethechairofthe 52taskforce,andthepresidentprotemporeofthesenateshalldesignatethevicechairof 53thetaskforce. 54 5.Membersofthetaskforceshallservewithoutcompensation,butthemembers 55andanystaffassignedtothetaskforceshallreceivereimbursementforactualand HB2202 6 56necessaryexpensesincurredinattendingmeetingsofthetaskforceorany 57subcommitteethereof.Alltaskforcemembersshallbesubjecttothesameconflictof 58interestprovisionsinchapter105thatareenforcedbytheMissouriethicscommissionin 59thesamemannerthatelectedorappointedofficialsandemployeesaresubjecttosuch 60provisions. 61 6.Thetaskforceshallholditsfirstmeetingwithinonemonthfromtheeffective 62dateofthissection. 63 7.BeforeJune30,2023,thetaskforceshallpresentasummaryofitsactivities 64andanyrecommendationsforlegislationtothegeneralassembly. 65 8.ThecomputerscienceeducationtaskforceshalldissolveonJune30,2024. ✔ HB2202 7
