Thisbillmodifiesthedefinitionof"qualifiedstudent"toremove
"homeschoolstudents"fromthedefinitionasusedforSections
166.700to166.720,RSMoinrelationtoempowermentscholarship
accountsandincludeanelementaryorsecondaryschoolstudentwho
isaresidentofanycountywithatleast100,000inhabitants.
ThiswillincludethecountiesofBoone,Cass,Clay,Franklin,
Greene,Jackson,Jasper,Jefferson,Platte,St.Charles,andSt.
Louis,uponenactment.

PROPONENTS: Supporterssaythatexpansionofthisprogramwill
benefitstudentsthatattendschooldistrictsincitiesthat

limits.Theexpansionoftheprogramiswarrantedtoprovide
opportunitiesforadditionalchoiceandschoolfreedom.
