UnderthisbilltheDepartmentofEconomicDevelopment(department) istoestablishguidelinesanddevelopanapplicationformfora localeducationagencytosubmitonbehalfofaqualifiedcompany whoisapplyingforbenefits. Thedepartmentmayprovidefinancial assistancefortrainingprojectsthroughtheMissourionestart programfromtheMissouriOneStartJobDevelopmentFundto qualifiedcompanies. Thedepartmentisresponsibletoadminister therecruitmentservices,whilethefinancialassistancefor trainingprojectsisadministeredbyalocaleducationagency. Thedepartmentwilldisbursethefundsfromthe"MissouriOneStart CommunityCollegeNewJobsTrainingFund"throughJune30,2023 intothespecialfundsestablishedbythecommunitycollege districtsfortrainingprojectsandthefundsareusedtopayfor thetrainingprojectcosts.AnyunobligatedfundsonJuly1,2023 aretransferredtothe"MissouriOneStartCommunityCollege TrainingFund"whichhasbeencreatedbythisbill. TheDepartmentofRevenueshalldeveloptheformstoapplythe creditstothefundsforallnewandretainedjobscredits. BeginningJuly1,2023,reimbursements madebyallqualified companiestotheMissouriOneStartCommunityCollegeTrainingFund shallbenolessthanallallocationsmadebythedepartmenttoall communitycollegedistrictsforallprojects. Aqualified company'strainingprojectmayincludebothnewjobsandretained jobs. Thebilldeletesthe"MissouriOneStartJobTrainingJoint LegislativeOversightCommittee".
