HB2432--BOARDOFPOLICECOMMISSIONERS SPONSOR: Roden Thisbillprovidesthat,onorafterJuly1,2023,theBoardof PoliceCommissionersshallassumecontrolofanymunicipalpolice forceestablishedinanycitynotwithinacounty,which,atthis time,isonlySt.LouisCity.Uponsuchassumptionanymunicipal policeforcewithinSt.LouisCityshallconvey,assign,or otherwisetransfertotheBoardtitleandownershipofalldebts andassets,andthestateshallacceptresponsibility, ownership, andliabilityassuccessor-in-interestforcontractualobligations, debts,andotherlawfulobligationsofthemunicipalpoliceforces establishedinSt.LouisCity. ThebillprovidesthattheBoardwillemploy,withoutchangeinpay orbenefits,allcommissionedandcivilianpersonnelwhowere employedbythemunicipalpolicedepartmentpriortothedatethe Boardassumedcontrol. Thisbillspecifiestherightsandbenefits affordedsuchpersonnel,aswellasthosewhoretirefromservice beforetheBoardassumescontrol. Currently,theBoardofTrustees,inwhichthegeneral administration andresponsibility ofproperoperationofthe retirementsystemisvested,iscomposedofninemembers. This billincreasesthenumberoftrusteesto10byaddingthepresident oftheBoardofPoliceCommissionersofthecityasanexofficio memberoftheBoardofTrustees. Thebillalsoincreasesthe numberoftrusteesappointedbythemayorofthecityfromtwo memberstothreeandreducestheretiredmembersfromthreetotwo members. ThisbillissimilartoHB1037(2021).
