SectionA.Chapters260and644,RSMo,areamendedbyaddingtheretotwonew
2sections,tobeknownassections260.221and644.060,toreadasfollows:
260.221.1.Asusedinthissection,theterm"processedrecycledasphalt
2shingles"meansmanufacturewastescrapshinglesandpost-consumer,tear-offscrap
3shinglesthatdonotcontainextraneousmetals,glass,rubber,nails,soil,brick,tars,
4paper,wood,andplasticsandwhichhavebeenreducedinsizetoproducea
5commerciallyreasonableusableproduct."Processedrecycledasphaltshingles"shall
6alsobeconsideredcleanfill,assuchtermisdefinedinsection260.200.
7 2.Processedrecycledasphaltshinglesmaybeusedforfill,reclamation,and
8otherbeneficialpurposeswithoutapermitundersections260.200to260.345,provided
9thatprocessedrecycledasphaltshinglesshallnotbeusedforsuchpurposeswithinfifty
10feetofanylake,river,sinkhole,perennialstream,orephemeralstream.
644.060.Processedrecycledasphaltshingles,asdefinedinsection260.221,may
2beusedforfill,reclamation,andotherbeneficialpurposeswithoutapermitunder
3sections644.006to644.141,providedthatprocessedrecycledasphaltshinglesshallnot
4beusedforsuchpurposeswithinfiftyfeetofanylake,river,sinkhole,perennialstream,
5orephemeralstream.
