No. 4854H.01I Bill No. HB 2503 Page 3 of March 22, 2022 DD:LR:OD FISCAL ANALYSIS ASSUMPTION §306.127 – Boating safety identification cards Officials from the Department of Public Safety – Missouri Highway Patrol (MHP) under Section 306.127.3, fees to obtain a boating safety identification card are deposited into General Revenue. This proposed language would broaden the requirements to obtain a boating safety identification card from those who operate vessels on lakes, to those who operate vessels on all waters of the state. As such, the Patrol anticipates an increase in the amount of fees that would be deposited into General Revenue. For the last five fiscal years, the Patrol has averaged $292,140 in deposits to General Revenue per year. It is unknown how much of an increase per year the proposed language would affect the deposits into General Revenue. The Patrol is ranging the increase from a 10% to 50% change. Oversight does not have any information contrary to that provided by MHP. Therefore, Oversight will range MHP’s estimated impact from $29,214 ($292,140 *.10 increase) to $146,070 ($292,140 * .50 increase) for fiscal note purposes. Officials from the Missouri Department of Conservation (MDC) assume the proposal will have no fiscal impact on their organization. Oversight does not have any information to the contrary. FISCAL DESCRIPTION Currently, persons born after January 1, 1984, who operate a vessel on the lakes of this state are required to have a boater safety identification card issued by the water patrol. This bill changes that requirement to operation of a vessel on the waters of this state. This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
