ACTIVEMILITARYPERSONNELANDTHEIRDEPENDENTS(Section41.890,
RSMo)
Thisbillspecifiesthat,militarypersonnel,andthespouseand
unemancipatedchildrenunder24yearsofageofmilitarypersonnel
whenstationedwithinMissouriundermilitaryorder,whoare
acceptedforadmissionbyanydegreeprogram,trainingprogram,or
courseofinstructionwhethersuchprogramorcourseisan
undergraduateorgraduateprogramorcourseandisofferedinthe
classroom,online,byahybridofboth,atanyMissouricommunity
college,Missouricollege,orMissouristateuniversityshallbe
regardedasholdingMissouriresidentstatus.
Ifamilitarypersonnel'seligibledependent,asdefinedinthe
bill,doesnotmeettherequirementthatthespouseorparentbe
stationedinMissouriundermilitaryorder,thentheyshallbe
regardedasholdingMissouriresidentstatusunderthisbillafter
sucheligibledependentuses18monthsofentitlementsunder
certainUnitedStatesDepartmentofVeteransAffairs(VA)
educationalassistanceprogramsatanyMissouriinstitutionof
highereducation. TheattainmentofMissouriresidentstatusfor
eligibledependentsthathaveusedVAeducationalassistance
programsshallterminateuponsucheligibledependent'scompletion
ofsuchdegreeprogram,trainingprogram,orcourseofinstruction.
Additionally,anyMedalofHonorrecipient'sdependentshallbe
regardedasholdingMissouriresidentstatusforstudentresident
statusunderthisbill.TheattainmentofMissouriresidentstatus
shallterminateuponsucheligibledependent'scompletionofsuch
degreeprogram,trainingprogram,orcourseofinstruction.
Eachspouse,unemanciaptedchild,eligibledependent,orMedalof
Honorrecipient'sdependentshallbeaffordedthesameeducational
benefitsasanyotherindividualreceivingin-statetuition.
VETERANSANDTHEIRDEPENDENTS(Section173.1150)
Thebillspecifiesthat,anyindividualwhowashonorably
dischargedorseparatedfromactivemilitaryservice,asdefinedin
thebill,orwhoisintheprocessofseparatingfromactive
militaryservicewithanhonorabledischargeorageneraldischarge
shallhavestudentresidentstatusforthepurposesofadmission
andin-statetuitionatanyapprovedfour-yearinMissouriorin-
state,in-districttuitionatanyapprovedtwo-yearinstitutionin
Missouri. Aneligibledependentofanindividualwhowashonorablydischarged
orseparatedfromactivemilitaryservice,orintheprocessof
separatingfromactivemilitaryserviceshallhavestudentresident
statusforpurposesofadmissionandin-statetuitionunderthis
billaftersucheligibledependentuses18monthsofentitlements
undercertainUnitedStatesDepartmentofVeteransAffairs(VA)
educationalassistanceprogramsatanyapprovedfour-year
institutioninMissourioranyapprovedtwo-yearinstitutionin
Missouri. TheattainmentofMissouriresidentstatusforeligible
dependentsthathaveusedVAeducationalassistanceprogramsshall
terminateuponsucheligibledependent'scompletionofsuchdegree
program,trainingprogram,orcourseofinstruction.
INDIVIDUALSCURRENTLYSERVINGNATIONALGUARD,RESERVECOMPONENT,
ANDTHEIRDEPENDENTS(Section173.1153)
Thisbillspecifiesthat,anyindividualwhoiscurrentlyserving
intheNationalGuardofanystateorinareservecomponentofthe
ArmedForcesoftheUnitedStatesshallbedeemedtobedomiciled
inthisstateforthepurposesofeligibilityforin-statetuition
atanyapprovedpublicinstitutioninMissouri.
Aneligibledependentofanindividualwhoiscurrentlyservingin
theNationalGuardofanystateorinareservecomponentofthe
ArmedForcesoftheUnitedStatesshallbedeemeddomiciledinthis
stateforthepurposesofeligibilityforin-statetuitionatany
approvedpublicinstitutioninMissouriunderthisbillaftersuch
eligibledependentuses18monthsofentitlementsundercertain
UnitedStatesDepartmentofVeteransAffairs(VA)educational
assistanceprogramsatanyapprovedpublicinstitutioninMissouri.
TheattainmentofMissouriresidentstatusforeligibledependents
thathaveusedVAeducationalassistanceprogramsshallterminate
uponsucheligibledependent'scompletionofsuchdegreeprogram,
trainingprogram,orcourseofinstruction.
