ThefollowingisasummaryoftheHouseCommitteeSubstitutefor
HJR142.
Currently,fundsoftheMissouriVeterans'HealthandCareFund
underArticleXIVoftheMissouriConstitutionstandappropriated
withoutfurtherlegislativeaction.Uponvoterapproval,this
proposedConstitutional amendmentwouldsubjectdisbursementsof
suchfundstoappropriationbytheGeneralAssembly.
Further,thisConstitutional amendmentprovidesthatuseofsuch
fundsshallbeexpandedtoprovidedisbursementsforconstruction
ofadditionalveteranshomesandsuicideprevention.
Thefollowingisasummaryofthepublictestimonyfromthe
committeehearing. Thetestimonywasbasedontheintroduced
versionofthebill.
PROPONENTS: Supporterssaythatthisresolutiongivesthe
legislatureoversightofthemedicalmarijuanaprogrambyproviding
thelegislaturetheabilitytoappropriate. Currently,thereisno
appropriationrequiredinthefundingmechanismofthemedical
marijuanaprogramandthelegislatureshouldhavetheoversight
functioninordertoensurefundsarespentappropriately.
Additionally,theresolutionexpandswhatrevenuecominginasa
resultofthemedicalmarijuanaprogramcanbeusedfor,including
constructionofadditionalveteranshomesandsuicideprevention
services.
