Uponvoterapproval,thisproposedConstitutional amendmentwould
requirethesponsor(s)ofinitiativepetitionsproposing
Constitutional amendmentsorlawstocollectsignaturesinevery
Congressionaldistrict. SponsorsseekingaConstitutional
amendmentmustsubmitanyapprovedpetitiontotheGeneralAssembly
forconsiderationinamannersimilartoabill.Thesignatureof
theGovernorisnotrequiredtoplacetheproposedConstitutional
amendmentontheballot.Amendmentsproposedbytheinitiative
willtakeeffect30daysaftertheelectionatwhichtheyare
approved.
IftheGeneralAssemblyapprovesapetitionwithoutchange,then
thesponsor(s)maysubmitittotheSecretaryofStatetobeplaced
ontheballotatthenextgeneralelection. IftheGeneral
Assemblyamends,ordoesnotpassapetition,thenthesponsor(s)
maydecidewhethertoplacetheamendedversionortheoriginal
unamendedversionontheballotatthenextgeneralelection. In
caseswheretheGeneralAssemblyhasapprovedapetitionorwhen
itsamendedversionissubmitted,asimplemajorityvoteis
requiredforpassage. IfaversionnotapprovedbytheGeneral
Assemblyissubmitted,thenatwo-thirdsmajorityvoteisrequired;
however,initiativeproposedamendmentsrepealingexisting
Constitutional provisionsinwholeorinpart,thatwereapproved
priortoDecember8,2022,shallrequireonlyamajorityvotefor
passage. Timelimitsarespecifiedintheamendmentandsponsors
willbeabletosubmitpetitionsduringeithersessionofthe
GeneralAssemblypriortothegeneralelectionoccurringeverytwo
yearsinNovember.
