AN ACT 
To repeal section 84.730, RSMo, and to enact in lieu thereof one new section relating to the Kansas 
City board of police, with an emergency clause. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Section 84.730, RSMo, is repealed and one new 1 
section enacted in lieu thereof, to be known as section 84.730, 2 
to read as follows:3 
     84.730.  It shall be the duty of the board, on the 1 
fifteenth day of January of each year, to prepare, in 2 
writing, a budget estimating the sum of money which will be 3 
necessary for the next fiscal year, to enable the board to 4 
discharge the duties hereby imposed upon it, and to meet the 5 
expenses of the police department, which it shall forthwith 6 
certify to the governing body of such cities, and the budget 7 
shall itemize purposes of expenditure by organization units, 8 
activities, functions, and ch aracter classes in not less 9 
detail than "personal services", "contractual services", 10 
"commodities", and "capital outlays", and shall in any event 11 
be prepared in form and detail similar to the form and 12 
detail in which budgets for the various departments of such  13 
city government are prepared.  The governing body of the 14 
cities is hereby required to appropriate the total amount so 15 
certified, payable out of the revenue of the cities after 16 
first having deducted the amount necessary to pay the 17 
interest on the indebtedness of the cities, the amount 18   SB 678 	2 
necessary for lighting the city, and any sum required by law 19 
to be placed to the credit of the sinking fund of the 20 
cities, and if the board shall be required to call out extra 21 
police force and the expense ther eof shall not have been 22 
contemplated in their estimate for the fiscal year during 23 
which the extra police force is called out, it shall 24 
immediately certify the expense of such additional force, 25 
and the additional amount so required shall be appropriated  26 
for that purpose, except that in no event shall the 27 
governing body of the cities be required to appropriate for 28 
the use of the police board in any fiscal year an amount in 29 
excess of [one-fifth] one-fourth of the general revenue fund 30 
of such year, which shall include all revenue collected by 31 
the city regardless of whether the revenue is from a tax, 32 
fee, or other source of funding and regardless if the 33 
revenue is deposited into another fund other than general 34 
revenue. 35 
     Section B.  Because immediate action is necessary to 1 
ensure police protection of the community, the repeal and 2 
reenactment of section 84.730 of this act is deemed 3 
necessary for the immediate preservation of the public 4 
health, welfare, peace, and safety, and is her eby declared  5 
to be an emergency act within the meaning of the 6 
constitution, and the repeal and reenactment of section 7 
84.730 of this act shall be in full force and effect upon 8 
its passage and approval. 9 

