FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of the Secretary of State, Jackson County Board of Elections, 
Platte County Board of Elections, St. Louis County Board of Elections and St. Louis City 
Board of Elections each assume the proposal will have no fiscal impact on their respective 
organizations. 
In response to similar legislation from 2021 (SB 279), officials from the Kansas City Election 
Board assumed the proposal will have no fiscal impact on their organization since these 
municipal elections are currently ran every two years. However, the filings for office moving 
from the secretary of the Board to the election authorities could cost up to $5,000 per election 
year for overtime, temporary expense, and printing.  
Oversight notes that the above mentioned agencies have stated the proposal would not have a 
direct fiscal impact on their organization.  (Oversight assumes $5,000 every other year would not 
be a material cost.) Oversight does not have any information to the contrary.  Therefore, 
Oversight will reflect a zero impact on the fiscal note.
Oversight only reflects the responses that we have received from state agencies and political 
subdivisions; however, other local election authorities and county clerks were requested to 
respond to this proposed legislation but did not. A general listing of political subdivisions 
included in our database is available upon request.

FISCAL DESCRIPTION
The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
