Thisbillprovidesthat,subjecttoappropriations, theDepartment
ofHealthandSeniorServicesshallestablishathree-yearpilot
programforimplementingandstudyingtheefficacyandpublic
healthandpublicsafetyoutcomesoftheuseoffentanyltesting
stripsbyindividualsaddictedtoopioidsandothersubstances.
Thepilotprogramshallbeacompetitivegrantprocess. The
Departmentshalldevelopcriteriaforgranteligibilityas
describedinthebill.TheDepartmentshalldevelop,makepublic,
andupdateannuallyalistoflaboratoriesofferingqualitytest
strips.
Thisbillcreatesthe"FentanylTestingStripProgramFund",which
shallconsistofmoneysappropriatedbytheGeneralAssemblyand
anygifts,contributions, grants,orbequests. Uponappropriation,
moneysintheFundshallbeusedsolelyasprovidedinthe
provisionsofthisbill.
TheDepartmentmaypromulgaterulesandregulationsforthepilot
program,asdescribedinthebill.TheDepartmentshalldevelop
guidelinesandanevaluationprocessforreviewofthepilot
program. TheDepartmentshallreportannuallyontheactivities
andstatusofthepilotprogramtotheGeneralAssembly.
