Thisbillchangesthecalculationofassessmentsagainstpublic
utilitiesusedtofundthePublicServiceCommission. Starting
January1,2024,thetotalamountassessedonthetotalgross
intrastateoperatingrevenueofallpublicutilitiescannotexceed
th350/1000ofonepercentandwillincreaseeverytwoyears
thereafterby1/100ofonepercentuntilthemaximumamount
availabletobeassessedisequalto1/2ofonepercent.
AllpublicutilitiessubjecttoPublicServiceCommission’s
jurisdictionmustdefertoanassetorliabilityaccountany
differenceintheassessmentactuallyincurredandthoseusedto
setratesbasedonthecorporation’smostrecentlycompleted
generalrateproceeding.
Theassetorliabilityaccountbalancesmustbeincludedinthe
revenuerequirementusedtosetratesthroughanamortizationover
areasonableperiodoftimeinsuchutility’ssubsequentgeneral
rateproceedings.
