ThisbillrequirestheDepartmentofHealthandSeniorServicesto
createaregistrationprocessfororganizationsinterestedin
operatingasyringeaccessprogram,orsimilarprogramintendedto
mitigatehealthrisksassociatedwithinjectabledruguse.No
entityregisteredwiththeDepartmentshallbepresentwithin500
feetofanyschoolbuildingiftheschoolbuildingwasestablished
priortotheentity'soperation.
Inaddition,thisbillexemptsanyentityregisteredwiththe
DepartmentofHealthandSeniorServicesthatpossess,distributes,
delivers,ormanufactureshypodermicneedlesorsyringesforthe
operationofasyringeexchangeprogramortootherwisemitigate
healthrisksassociatedwithunsterilizedinjectiondrugsfromthe
lawscontrollingtheunlawfuldistribution,delivery,sale,
possession,andmanufacturingofdrugparaphernalia.
