Thisbillestablishesthe"PublicDomainPreservationAct",which
providesthat,ifproducedaspartofaperson'sofficialduties,
federalcopyrightorpatentprotectionshallnotbeassertedfor
judicialopinions;administrative rulings;legislativeenactments;
publicordinances;oranyothermaterialproducedbyanofficer,
employee,director,boardmember,oragentofthestateof
Missouri,anystatedepartment,politicalsubdivision,orspecial
districtofthisstate.Anyexistingworkshallbemadeavailable
atnocostunderaperpetual,transferable,worldwidelicense,that
stipulatesnoenforcementofsuchcopyrightorpatentprotection
shallbeexercised,andtheworkshallbeconsideredwithinthe
publicdomain.
Thisbillshallnotapplytoanyresearch,discovery,orinvention
thatwasdiscovered,documented,orpublishedbyanemployeeofany
publicschoolorpublicinstitutionofhighereducation.
Anymaterialpublishedbyastatedepartment,political
subdivision,orspecialdistrictofthisstatethatissubjectto
thisbillshall,whereverpracticable,beaccompaniedbyanotice
stating:"PublicDomainContent,NoRightsReserved". Anymaterial
publishedordistributedbyastatedepartment,political
subdivision,orspecialdistrictofthisstateshall,wherever
practicable,containthewords"Paidforby"followedbythepublic
entityandnameofthedirectorofthepublicentitythatpaidfor
thematerial.
