Thisbillchangesthewayinwhichmembersofthestatehighways
andtransportation commissionareselected.
BeginningJanuary1,2024,thenumberofmembersofthecommission
isincreasedtoeightfromsixandnotmorethanonepersoncanbe
appointedfromthesamecongressionaldistrict. Amember'sseat
willbeconsideredforfeitedandvacantifthememberisfound,by
aunanimousvoteoftheothercommissioners, tohavemovedfromthe
congressionaldistrictfromwhichappointed. Amemberalsocanbe
removedbytheGovernoruponatwo-thirdsvoteoftheHouseof
Representatives andatwo-thirdsvoteoftheSenate.
BeginningJanuary1,2024,theGovernormustappointtwoadditional
membersofthecommissionfromalistofsixnomineessubmittedand
approvedbytheGeneralAssemblyuponatwo-thirdsvoteofeach
chamber. Aftertheseinitialadditionalappointmentsbythe
governor,subsequentappointmentsmustbemadebytheGovernorfrom
athree-membernomineelistapprovedbyatwo-thirdsvoteofeach
chamber.
