Currently,therearecertainoffensesforwhichacourtmay,inits
discretion,orderahearingtodeterminewhetherajuvenileshould
becertifiedtobetriedasanadultandcertainoffensesforwhich
acourtisrequiredtoordersuchahearing. Thisbilladdsthe
offensesofvehiclehijacking,stealingamotorvehicle,andarmed
criminalactiontothelistofoffensesforwhichacourtmust
ordersuchahearing.
PROPONENTS: Supporterssaythatthebillisinresponsetoarise
injuvenilecrime.Thisbillwillhopefullymakeadifferenceby
increasingthenumberofoffensesforwhichajuvenilecouldbe
certifiedforacourtofgeneraljurisdiction. Ifchargedwithany
oftheoffensesoutlinedinthebill,thejuvenile musthavea
certificationhearing. Peopleareconcernedaboutseriouscrimes
beingcommittedbyjuveniles,soitisimportanttoaddtothelist
ofoffensesforwhichajuvenilemusthaveacertificationhearing.
