Thisbillprohibitsapoliticalsubdivisionorelectionauthority fromdescribinganyproposedtaxonpropertyinapolitical subdivisionasnotincreasingtaxes,oranylanguagetothat effect,unlessboth: (1)Failingtoadopttheproposedmeasurewouldcauseanactual increaseinthetaxrate;and (2)Adoptingthemeasurewouldcausethetaxratetostaythesame ordecrease. Thebillrequirespoliticalsubdivisionsandspecialdistrictsto labelballotmeasuresnumericallyintheorderinwhichtheyare submitted. ThisbillrequirestheSecretaryofStatetodevelopfactsheets concerninginitiativeandreferendumpetitionswhichhavebeen approvedforcirculation. Within30daysofthepetition'spublic commentperiod,theSecretaryofStateshallproduceafactsheet includingadescriptionofthemeasureandasummaryofstatements bothforandagainsttheproposalacquiredduringthecomment period.Eachpetitioncirculatorshallprovidecopiesoforread aloudtheSecretaryofState'sfactsheettoeveryvoterrequesting tosignapetition.
