HB213--BOARDOFPOLICECOMMISSIONERS SPONSOR:Sparks Thisbillprovidesthat,onorafterJuly1,2024,theBoardofPoliceCommissionersshallassume controlofanymunicipalpoliceforceestablishedinanycitynotwithinacounty,which,atthistime, isonlySt.LouisCity.Uponsuchassumption,anymunicipalpoliceforcewithinSt.LouisCityshall convey,assign,orotherwisetransfertotheBoardtitleandownershipofalldebtsandassets,and thestateshallacceptresponsibility,ownership,andliabilityassuccessor-in-interestforcontractual obligations,debts,andotherlawfulobligationsofthemunicipalpoliceforcesestablishedinSt. LouisCity. ThebillprovidesthattheBoardwillemploy,withoutchangeinpayorbenefits,allcommissioned andcivilianpersonnelwhowereemployedbythemunicipalpolicedepartmentpriortothedate theBoardassumedcontrol.Thisbillspecifiestherightsandbenefitsaffordedsuchpersonnel,as wellasthosewhoretirefromservicebeforetheBoardassumescontrol. Currently,theBoardofTrustees,inwhichthegeneraladministrationandresponsibilityofproper operationoftheretirementsystemisvested,iscomposedofninemembers.Thisbillincreasesthe numberoftrusteesto10byaddingthepresidentoftheBoardofPoliceCommissionersofthecity asanexofficiomemberoftheBoard.Thebillalsoincreasesthenumberoftrusteesappointedby themayorofthecityfromtwomemberstothreeandreducestheretiredmembersfromthreeto twomembers.
