Thisbillprovidesthatalocalpublichealthagency,inanycountywithmorethan700,000butfewer
than800,000inhabitants,thatimposesafineorothermonetarypenaltyagainstanyindividualor
businessforfailuretocomplywithaCOVID-19healthorder,definedasanyorder,ordinance,rule,
orregulationintendedtopreventorlimitthespreadofCOVID-19,shallreturnallmoneyscollected
fromtheindividualorbusiness.Anysuchlocalpublichealthagencythatimposedsuchfineor
othermonetarypenaltyafterMarch12,2020,andbeforetheeffectivedateofthebill,shallreturn
thosemoneyscollectedbeforeNovember1,2023.Anysuchlocalpublichealthagencythat
imposessuchafineormonetarypenaltyaftertheeffectivedateofthisbillshallreturnthemoney
within60days.Theprovisionsofthisbillshallnotapplytoanyfineormonetarypenaltythatisnot
directlyrelatedtoafailuretocomplywithaCOVID-19healthorder.
Currently,thisbillonlyappliestoJacksonCounty.
Thebillcontainsanemergencyclause.
