§542.525 – Surveillance or game camera on private property
Officials from the Missouri Department of Conservation, the Department of Natural 
Resources, the Department of Public Safety (Office of the Director, Capitol Police, Alcohol 
& Tobacco Control, Fire Safety, Gaming Commission, Missouri Highway Patrol, Missouri 
National Guard, State Emergency Management Agency and Veterans Commission 
Department of Commerce and Insurance, the Department of Economic Development, the 
Department of Elementary and Secondary Education, the Department of Higher Education 
and Workforce Development, the Department of Health and Senior Services, the
Department of Mental Health, Department of Corrections, the Department of Labor and 
Industrial Relations, the Department of Revenue, Department of Social Services, the Joint 
Committee on Administrative Rules, the Joint Committee on Public Employee Retirement, 
the Missouri Lottery Commission, the Missouri Consolidated Health Care Plan, the 
Department of Agriculture the Missouri Ethics Commission, the Missouri House of 
Representatives, the Department of Transportation, the Office of Prosecution Services, the 
Office of AdministrationAdministrative Hearing Commission, the Office of the State 
Courts Administrator the Office of the State Auditor the Office of the Secretary of State, 
the Office of the State Public Defender the MoDOT and Patrol Employees’ Retirement 
System, the Missouri State Employees Retirement System, the Missouri Higher Education

Jefferson City, Kansas City and Springfield, the Kansas City Police Department, the St. 
Joseph Police DepartmentSt. Louis County Police Department, and the Phelps County 
Sheriff’s Department each assume the proposal will have no fiscal impact on their respective 
organizations for this proposal.
In response to similar legislation from 2022 (HB 2612), officials from the Attorney General’s 
OfficeOffice of Administration - Budget and Planning, the Missouri Senate, the Office 
of the GovernorOffice of the Lieutenant Governor, the Joint Committee on Education, 
and the 
respective organizations. 
Oversight notes that the above mentioned agencies have stated the proposal would not have a 
direct fiscal impact on their organization. Oversight does not have any information to the 
contrary. Therefore, Oversight will reflect a zero impact on the fiscal note.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other cities, counties and local law enforcement were requested to respond to this 
proposed legislation but did not.  A general listing of political subdivisions opting to participate
