inoperablecarmustbebeforeascrapmetaloperatorcanpurchase
thevehiclewithouttheoriginalcertificateofownership,salvage
certificateoftitle,orjunkingtitle.

parts.Carsarebeingstolenandtakentojunkyardsandtheycan
filloutbillsofsale,peoplearelosinglotsofmoneybecause
theirinsurancewillnotcoverit.Evenifpeoplewhobreakthe
lawwillalwaysbreakthelaw,weneedaccountability.

inpossessionofthecarshaveproblemsgettingtitlesanditis
burdensome.
