ThisbillincreasesthepenaltyforanimalabusefromaclassAmisdemeanortoaclassEfelony.In
instancesinwhichthedefendanthasbeenpreviouslyfoundguiltyofanimalabuseorthe
defendanthasbeenfoundguiltyofconsciouslytorturingormutilatingananimalwhileitwasalive,
thepenaltyisincreasedfromaclassEfelonytoaclassDfelony.
