ThisbillincreasesthepenaltyforanimalabusefromaclassAmisdemeanortoaclassEfelony.In
instanceswherethedefendanthasbeenpreviouslyfoundguiltyofanimalabuseorwherethe
defendanthasbeenfoundguiltyofconsciouslytorturingormutilatingananimalwhileitwasalive,
thepenaltyisincreasedfromaclassEfelonytoaclassDfelony.
Thisbillestablishesthe"MissouriAnimalAbuserRegistrationAct".
BeginningJanuary1,2024,thisbillrequirestheStateHighwayPatroltopostapubliclyaccessible
listonitswebsiteofanypersonconvictedofananimalabuseoffenseonorafterJanuary1,2024.
Thebillspecifieswhatinformationmustbeincludedandwhatinformationmaynotbeincluded.
AllcircuitcourtclerksmustforwardacopyofthejudgmentandcertaininformationtotheState
HighwayPatrolwithin60daysofthejudgment.
Uponaperson'sfirstconvictionforananimalabuseoffense,theStateHighwayPatrolmustkeep
hisorhernameandidentifyinginformationonthelistfortwoyearsfollowingthedateof
conviction.Uponaperson'ssecondorsubsequentconvictionforananimalabuseoffense,the
StateHighwayPatrolmustkeephisorhernameandidentifyinginformationonthelistforfive
yearsfollowingthedateofconviction.TheStateHighwayPatrolmustremoveaperson'snameand
informationfromthelistifthesoleoffenseforwhichthepersonislistedisexpunged.
