2enactedinlieuthereof,tobeknownassections64.231and140.170,toreadasfollows:
64.231.1.Thecountyplanningboardshallhavepowertomake,adoptandmay
2publishanofficialmasterplanforthecountyforthepurposeofbringingaboutcoordinated
3physicaldevelopmentinaccordancewithpresentandfutureneeds.Themasterplanshallbe
4developedsoastoconservethenaturalresourcesofthecounty,toensureefficient
5expenditureofpublicfunds,andtopromotethehealth,safety,convenience,prosperityand
6generalwelfareoftheinhabitants.Themasterplanmayinclude,amongotherthings,aland
7useplan,studiesandrecommendationsrelativetothelocations,characterandextentof
8highways,railroads,bus,streetcarandothertransportationroutes,bridges,publicbuildings,
9schools,sewers,parksandrecreationfacilities,parkways,forests,wildliferefuges,damsand
10projectsaffectingconservationofnaturalresources.Thecountyplanningboardmayadopt
11themasterplaninwholeorinpart,andsubsequentlyamendorextendtheadoptedplanorany
12portionthereof.Beforetheadoption,amendmentorextensionoftheplanorportionthereof,
13theboardshallholdatleastonepublichearingthereon,fifteendays'noticeofthetimeand
14placeofwhichshallbepublishedinatleastonenewspaperhavinggeneralcirculationwithin
15thecounty,andnoticeofthehearingshallalsobepostedonthecounty'swebsiteandinat
16leasttwoconspicuousplacesineachtownshipatleastfifteendaysinadvancethereof[inat

25maycompriseany,all,oranycombinationoftheplansspecifiedinthissection,forallorany
26partofthecounty.
140.170.1.Exceptforlandsdescribedinsubsection7ofthissection,thecounty
2collectorshallcauseacopyofthelistofdelinquentlandsandlotstobeprintedinsome
3newspaperofgeneralcirculationpublishedinthecounty[forthreeconsecutiveweeks,one
4insertionweekly,]onceduringthethirdcalendarweekbeforethesale[,thelastinsertionto
5beatleastfifteendayspriortothefourthMondayinAugust]. Thereafter,thelistof
6delinquentlandsandlotsshallbepostedinthecourthouseandpostedonthecounty's
7publicwebsiteifthecountyhasapublicwebsite.Incountieswithoutanewspaperof
8generalcirculation,thecountycollectorshallpostacopyofthelistofdelinquentlands
9andlotsonthecountywebsiteorinthecountycourthouseinanareaviewablebythe
10publicforthreeconsecutiveweeksbeforethesale.
11 2.Inadditiontothenamesofallrecordownersorthenamesofallownersappearing
12onthelandtaxbook, itisonlynecessaryintheprintedandpublishedlisttostateinthe
13aggregatetheamountoftaxes,penalty,interest, andcostduethereon,eachyearseparately
14stated.
15 3.Tothelistshallbeattachedandinlikemannerprintedandpublishedanoticeof
16saidlandsandlotsstatingthatsaidlandandlotswillbesoldatpublicauctiontodischargethe
17taxes,penalty,interest,andcostsduethereonatthetimeofsaleinoradjacenttothe
18courthouseofsuchcounty,onthefourthMondayinAugustnextthereafter,commencingat
19teno'clockofsaiddayandcontinuingfromdaytodaythereafteruntilallareoffered.Such
20auctionmayalsobeconductedbyelectronicmedia,includingtheinternet,atthesametime
21andatthediscretionofthecountycollector.

23onhisorherrecordacopyofthenoticeandcertifyonhisorherrecordimmediately
24followingthenoticethenameofthenewspaper[ofthecounty] inwhichthenoticewas
25printedandpublishedandthe[dates] dateof[insertionsthereofinthenewspaper] such
26publishednotice.
HB400 2 27 5.Theexpenseofsuchprintingshallbepaidoutofthecountytreasuryandshallnot
28exceedtherateprovidedforinchapter493,relatingtolegalpublications,noticesand
29advertisements,andthecostofprintingattheratepaidbythecountyshallbetaxedaspartof
30thecostsofthesaleofanylandorlotcontainedinthelist.
31 6.Thecountycollectorshallcausetheaffidavitoftheprinter,editororpublisherof
32thenewspaperinwhichthelistofdelinquentlandsandnoticeofsalewaspublished,as
33providedbysection493.060,withthelistandnoticeattached,toberecordedintheofficeof
34therecorderofdeedsofthecounty,andtherecordershallnotchargeorreceiveanyfeesfor
35recordingthesame.
36 7.Thecountycollectormayhaveaseparatelistofsuchlands,withoutlegal
37descriptionsorthenamesoftherecordowners,printedinanewspaperofgeneralcirculation
38publishedinsuchcountyforthreeconsecutiveweeksbeforethesaleofsuchlandsforaparcel
39orlotoflandthat:
40 (1)Hasanassessedvalueofonethousandfivehundreddollarsorlessandhasbeen
41advertisedpreviously;or
42 (2)Isalotinadevelopmentoftwentyormorelotsandsuchlothasanassessedvalue
43ofonethousandfivehundreddollarsorless.
