Inordertoencourageretentionorexceptionalemployment
achievement,thisbillprovidesforpersonnelpaymentstobemade
accordingtospecific,writtencriteria,predeterminedandapproved
bythedepartmentdirectorinwriting,atleastoneyearpriorto
theexceptionalemploymentachievement. Thepaymentsauthorizedby
thebillshallnotexceed20%oftheemployee'sbasewagesor
salaryandareawardeduponthecompletionoftheretentionperiod
inquestionandnotmorefrequentlythanbiennially. Thepayments
indicatedinthebillarenotconsideredasabonusinviolationof
ArticleIII,Section39oftheMissouriConstitution.
