ThisbillspecifiesthattheStateHighwayPatrolmustmaintainon
itswebsitearegistryforviolentoffenderswhoareonprobation
orparolefortheoffenseoffirstorseconddegreemurderin
Missouriorforanequivalentoffenseinanyotherstateorpersons
whowerefoundnotguiltyofsuchoffensebyreasonofmental
diseaseordefect.TheDivisionofProbationandParolewithinthe
DepartmentofCorrectionsmustnotifytheStateHighwayPatrolifa
violentoffenderisplacedonprobationorparole,isremovedfrom
probationorparole,orrelocatestothestateundertheInterstate
CompactforadultoffendersupervisionsotheStateHighwayPatrol
canupdatetheoffenderregistryaccordingly.
PROPONENTS: Supporterssaythatthegroupofpeoplethisapplies
tohavedonesomethingtherestofuswillnotdo.Mostofus,
giventheneed,couldtakeahumanlifeinselfdefenseorin
defenseofanother,butthepeopleinthisgrouphavetakenalife
forpurposesotherthanselfdefenseordefenseofanother,and
thissetsusapartfromthem.Thisbillcameaboutbecauseofa
manwhowasonparoleaftercommittingmurderinTennessee,andhe
wasinMissouri. Thismanrentedaroominawoman’shomeandhe
endedupkillingher.Hadthismanbeenonaregistryofsome
sort,thewomanwouldhavebeenabletosearchtheregistry,likea
sexoffenderregistry,andknowwhoshewasrentingto.
