Thisbillcreatesthe"MissouriDisabledVeteransHomestead
Exemption"whichprovidesatieredtaxexemptionsystemfor
veteranswithdisabilities. Theexemptionsarebasedona
disabilitypercentage,certifiedbytheUnitedStatesDepartmentof
VeteranAffair.BeginningonorafterJanuary1,2024,anannual
exemptionwillbegivenforapropertythatisusedasaqualified
residenceownedbyaveteranwithadisability,limitedtothe
amountsasfollows:
(1)Forveteranswithservice-connecteddisabilityof30%ormore
butlessthan50%,theannualexemptionis$2,500;
(2)Forveteranswithaservice-connecteddisabilityof50%or
morebutlessthan70%,theannualexemptionis$5,000;
(3)Forveteranswithservice-connecteddisabilityof70%ormore,
theannualexemptionisequalto100%ofthetaxassessedonthe
qualifiedresidence;and
(4)Forataxpayerwhoisthesurvivingspouseofaveteranwhose
deathwasdeterminedtobeservice-connectedandwhoiscertified
bytheUnitedStatesDepartmentofVeteransAffairsasarecipient
ofdependencyandindemnitycompensationunderfederallaw,the
annualexemptionisequalto100%ofthetaxassessedonthe
qualifiedresidence.
Ifasurvivingspouseofaveteransellsthequalifiedresidence,
anamountmaybetransferredtohisorhernewresidenceaslongas
itisusedashisorherprimaryresidenceandheorshedoesnot
remarry. Noexemptionshallbeallowedforthetaxyearinwhich
thesurvivingspouseremarries.
Theprovisionsofthisbillwillsunsetsixyearsafterthe
effectivedateofthisbillunlessreauthorizedbythegeneral
assembly.
