No. 1875H.01I Bill No. HB 885 Page 3 of March 20, 2023 JLH:LR:OD FISCAL ANALYSIS ASSUMPTION Section 170.308 - Premenstrual Dysphoric Disorder Officials from Department of Elementary and Secondary Education (DESE) state, in order to develop information that may be included as part of the instruction on premenstrual dysphoric disorder (PMDD), the Department of Elementary and Secondary Education (DESE) will convene a workgroup consisting of 19 representatives for two meetings. Representatives include: representing rural, urban, suburban districts / charter schools, and CTE health science teachers); doctors) representing urban, suburban, and rural school districts/charter schools; Workgroup costs equal $21,907. Officials from the Department of Health and Senior Services assume the proposal will have no fiscal impact on their organization. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note for this agency. Oversight does not anticipate a material fiscal impact to school districts from this proposal; However, Oversight did not receive any responses from school districts related to the fiscal impact of this proposal. Oversight has presented this fiscal note on the best current information available. Upon the receipt of additional responses, Oversight will review to determine if an updated fiscal note should be prepared and seek the necessary approval to publish a new fiscal note. Oversight only reflects the responses received from state agencies and political subdivisions; however, school districts were requested to respond to this proposed legislation but did not. FISCAL DESCRIPTION This bill requires, beginning in the 2024-25 school year, that the health curriculum for 9th or 10th grade include instruction to create awareness of premenstrual dysphoric disorder (PMDD). The Department of Elementary and Secondary Education may consult with the Department of Health and Senior Services to develop information to be included in the PMDD awareness instruction. This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
