FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Natural Resources assume the proposal would have no fiscal 
impact on their organization. 
Oversight notes that the above mentioned agency has stated the proposal would not have a direct 
fiscal impact on their organization.  Oversight does not have any information to the contrary.  
Therefore, Oversight will reflect a zero impact on the fiscal note for DNR.
Officials from the City of Kansas City assume this proposal could have a negative fiscal impact 
on Kansas City in an indeterminate amount if it increases the cost of operating or contracting for 
the operation of a solid waste disposal area because there is a failure to obtain approval from an 
adjoining municipality.
Oversight assumes this proposal mandates DNR not to issue a permit for the operation of a solid 
waste disposal area if the respective county has not sought approval from an adjoining 
municipality for a site that is located within one mile of the adjoining municipality.  Oversight 
assumes there will be no direct fiscal impact to the City of Kansas City for not being able to 
obtain a permit.
