JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSections2and3of
ArticleVIIIoftheConstitutionofMissouri,andadoptingthreenewsectionsinlieu
thereofrelatingtoelections.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2024,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleVIIIoftheConstitutionofthestate
5ofMissouri:
SectionA.Sections2and3,ArticleVIII,ConstitutionofMissouri,arerepealedand
2threenewsectionsadoptedinlieuthereof,tobeknownasSections2,3,and24,toreadas
3follows:
Section2.[All]OnlycitizensoftheUnitedStates,includingoccupantsofsoldiers'
2andsailors'homes,overtheageofeighteenwhoareresidentsofthisstateandofthepolitical
3subdivisioninwhichtheyoffertovoteareentitledtovoteatallelectionsbythepeople,ifthe
4electionisoneforwhichregistrationisrequirediftheyareregisteredwithinthetime
5prescribedbylaw,oriftheelectionisoneforwhichregistrationisnotrequired,iftheyhave
6beenresidentsofthepoliticalsubdivisioninwhichtheyoffertovoteforthirtydaysnext
7precedingtheelectionforwhichtheyoffertovote:Providedhowever,nopersonwhohasa

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 8guardianofhisorherestateorpersonbyreasonofmentalincapacity,appointedbyacourtof
9competentjurisdictionandnopersonwhoisinvoluntarilyconfinedinamentalinstitution
10pursuanttoanadjudicationofacourtofcompetentjurisdictionshallbeentitledtovote,and
11personsconvictedoffelony,orcrimeconnectedwiththeexerciseoftherightofsuffragemay
12beexcludedbylawfromvoting.
Section3.Allelectionsbythepeopleshallbebypaperballotorbyanymechanical
2methodprescribedbylaw.Votersshallhaveonlyasinglevoteforeachissueonwhich
3suchvoteriseligibletovote.Votersshallhavethesamenumberofvotesforanofficeas
4thenumberofopenseatstobeelectedtosuchofficeatthatelection.Underno
5circumstanceshallavoterbepermittedtocastaballotinamannerthatresultsinthe
6rankingofcandidatesforaparticularoffice.Allelectionofficersshallbeswornor
7affirmednottodisclosehowanyvotervoted;provided,thatincasesofcontestedelections,
8grandjuryinvestigationsandinthetrialofallcivilorcriminalcasesinwhichtheviolationof
9anylawrelatingtoelections,includingnominatingelections,isunderinvestigationorat
10issue,suchofficersmayberequiredtotestifyandtheballotscastmaybeopened,examined,
11counted,andreceivedasevidence.
Section24.1.Thepersonreceivingthegreatestnumberofvotesataprimary
2electionasapartycandidateforanofficeshallbetheonlycandidateforthatpartyfor
3theofficeatthegeneralelection.Thenameofsuchcandidateshallbeplacedonthe
4officialballotatthegeneralelectionunlessremovedorreplacedasprovidedbylaw.
5 2.Thepersonreceivingthegreatestnumberofvotesatthegeneralelectionshall
6bedeclaredthewinner.
SectionB.Pursuanttochapter116,andotherapplicableconstitutionalprovisionsand
2lawsofthisstateallowingthegeneralassemblytoadoptballotlanguageforthesubmissionof
3thisjointresolutiontothevotersofthisstate,theofficialsummarystatementofthis
4resolutionshallbeasfollows:
5 "ShalltheMissouriConstitutionbeamendedto:
6 •AllowonlycitizensoftheUnitedStatestovote;
7 •Ensurethatvotersshallhaveonlyonevoteperissueoropenseat;
8 •Prohibitelectionsthroughtherankingofcandidates;and
9 •Requirethepluralitywinnerofapoliticalpartyprimarytobethesinglecandidateat
10ageneralelection?".
