PublicPolicybyavoteof3to2.
Uponvoterapproval,thisConstitutional amendmentspecifiesthat
onlycitizensoftheUnitedStatesareconsideredlegalvoters,
thatallelectionsshallbebypaperballotoranymechanical
methodprescribedbylaw,thatvotersareentitledtoonlyonevote
foreachofficeorissueonaballot,andthatthecandidate
receivingthegreatestnumberofvotesinaprimaryelectionshall
betheonlycandidateforthatpartyinthefollowinggeneral
election.
Thisresolutionrequireseveryvotingmachineinusebyanelection
authoritytobetestedandcertifiedinaccordancewithfederal
standardspriortoeachelectioninwhichitisused.Further,it
providesthattheGeneralAssemblymaybylaw,requireorprohibit
theuseofanyvotingmachine.
ThisbillisthesameasSSSJR30(2023).
PROPONENTS: Supporterssaythatthiswillletthevotersdecide
whethertheywantrankchoiceorapprovalvoting.Thisaimsto
protecttheintegrityofvoting,especiallyvotingmachines.
TestifyinginpersonforthebillwereRepresentative Baker;
MissouriFarmBureau;CloutPublicAffairs;andByronKeelin,
FreedomPrincipleMo.
OPPONENTS: Thosewhoopposethebillsaythatthisbilllimitsthe
abilityforvoters'voicestobeheard.Approvalvotingshouldbe
allowedbecauseitworksandcreatesmorecompetitiveelections.
