FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of the Secretary of State, Jackson County Board of Elections, 
Platte County Board of Elections, St. Louis County Board of Elections and St. Louis City 
Board of Elections each assume the proposal will have no fiscal impact on their respective 
organizations. 
Officials from the Kansas City Election Board assume if this legislation would require an 
election to be held on a Primary or General election date, in an even numbered year, there would 
be no fiscal impact.  If a Special election were called for this legislation, then the cost to conduct 
an election in the Kansas City portion of Jackson County is $650,000.  This jurisdiction would be 
responsible for the prorata share based on voter registration.
Oversight notes that this act moves elections for street light maintenance district board members 
from the November general election to the April general municipal election. The increase in 
proportional cost to locals in April would be offset by the reduction in proportional cost in 
November. Therefore, Oversight will reflect a zero impact on the fiscal note.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other local election authorities and county clerks were requested to respond to this 
proposed legislation but did not. A listing of political subdivisions included in the Legislative 
Information System (MOLIS) database is available upon request.

FISCAL DESCRIPTION
The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
