FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of the Secretary of State, the Jackson County Board of Elections, 
and St. Louis County Board of Elections each assume the proposal will have no fiscal impact 
on their respective organizations. 
In response to a previous version, officials from the Platte County Board of Elections and the 
St. Louis City Board of Elections both assumed the proposal will have no fiscal impact on their 
respective organizations. 
In response to a previous version, officials from the Kansas City Election Board assumed if this 
legislation would require an election to be held on a Primary or General election date, in an even 
numbered year, there would be no fiscal impact.  If a Special election were called for this 
legislation, then the cost to conduct an election in the Kansas City portion of Jackson County is 
$650,000.  This jurisdiction would be responsible for the prorata share based on voter 
registration.
Oversight notes that this act moves elections for street light maintenance district board members 
from the November general election to the April general municipal election. The increase in 
proportional cost to locals in April would be offset by the reduction in proportional cost in 
November. Therefore, Oversight will reflect a zero impact on the fiscal note.
Oversight notes that section 235.120 allows the attendance fee paid to members of the board to 
increase by ordinance up to a maximum of one hundred dollars per diem. An increase in such 
attendance fee above one hundred dollars per diem may be authorized upon a vote of the 
residents of the district. Therefore, Oversight will reflect a $0 (no increase of attendance fee) to 
Unknown (increase of attendance fee) cost on the fiscal note to local political subdivisions. 
Senate Amendment 1
Oversight assumes Senate Amendment 1 will have no material fiscal impact on state or local 
governments.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other local election authorities and county clerks were requested to respond to this 
proposed legislation but did not. A listing of political subdivisions included in the Legislative

FISCAL DESCRIPTION
This act enacts provisions relating to street light maintenance.
STREET LIGHT MAINTENANCE BY POLITICAL SUBDIVISIONS (Section 67.1849)
This act provides that political subdivisions may, at their own expense, repair any street light, or 
replace any street light at least 15 years old, located within a public right-of-way, provided that 
the political subdivision shall give the owner of the street light reasonable opportunity to collect 
the street light or any parts replaced.
STREET LIGHT MAINTENANCE DISTRICTS (Sections 235.120 and 235.140)
This act specifies that per diem attendance fees for street light maintenance district board 
members may be increased to a maximum of $100 by ordinance, or to over $100 when 
authorized by a vote of the district. (Section 235.120).
In addition, elections for street light maintenance district board members are moved from the 
November general election to the April general municipal election. The act modifies language to 
note that the election of new board members shall take place biennially, as is currently provided 
by law. The act also provides that nominations shall be filed with the election authority, rather 
than that they may be filed with the secretary of the board. (Section 235.140.1). L.R. No. 0139S.03P

The act further provides for the April election of board members for seats to which members 
were previously elected in November of 2018, 2020, and 2022. (Section 235.140.3).
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
