In response to a previous version, officials from the Jackson County Board of Elections and the St. Louis City Board of Elections both assumed the proposal will have no fiscal impact on their respective organizations. In response to a previous version, officials from the Kansas City Election Board assumed if this legislation would require an election to be held on a Primary or General election date, in an even numbered year, there would be no fiscal impact. If a Special election were called for this legislation, then the cost to conduct an election in the Kansas City portion of Jackson County is $650,000. This jurisdiction would be responsible for the prorata share based on voter registration. Oversight notes that this act moves elections for street light maintenance district board members from the November general election to the April general municipal election. The increase in proportional cost to locals in April would be offset by the reduction in proportional cost in November. Therefore, Oversight will reflect a zero impact on the fiscal note. Oversight only reflects the responses received from state agencies and political subdivisions; however, other local election authorities, county clerks, and county commissioners were requested to respond to this proposed legislation but did not.
