FISCAL ANALYSIS
ASSUMPTION
Officials from the Office of the State Courts Administrator and Department of Commerce 
and Insurance each assume the proposal will have no fiscal impact on their respective 
organizations. Oversight does not have any information to the contrary. Therefore, Oversight 
will reflect a zero impact in the fiscal note for these agencies.  
In response to a similar proposal from 2022 (SB 1044), officials from the Attorney General’s 
Office
Officials from the City of Jefferson assume there could be a fiscal impact if a court were to 
vacate a judgement a municipality has on a property as a result of the referenced court hearing.  
If a municipality had to hire an attorney to assist with such a court action, there could be a small 
fiscal impact.
Officials from the City of Kansas City and the City of Springfield each assume the proposal 
will have no fiscal impact on their respective organizations. 
Oversight notes that the above mentioned agencies have stated the proposal would not have a 
direct fiscal impact on their respective organizations.  Oversight does not have any information 
to the contrary.  Therefore, Oversight will reflect a zero impact on the fiscal note.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other cities and counties were requested to respond to this proposed legislation but did 
not. A listing of political subdivisions included in the Missouri Legislative Information System 
(MOLIS) database is available upon request.

Small business landlords could be positively impacted as a result of this proposal.
FISCAL DESCRIPTION
The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
