FISCAL ANALYSIS
ASSUMPTION
§§190.1010 and 320.400 – Provision of resources to first responders for mental health; 
§287.245 – Voluntary critical illness benefit pools
Officials from the Department of Commerce and Insurance, the Department of Health and 
Senior Services, the Department of Mental Health, the Department of Corrections, the 
Department of Labor and Industrial Relations, the Department of Public Safety, Divisions 
of: Alcohol and Tobacco Control, Fire Safety, Director’s Office and Missouri Highway 
Patrol, the Phelps County Sheriff, and the Joint Committee on Administrative Rules each 
assume the proposal will have no fiscal impact on their respective organizations. Oversight does 
not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the 
fiscal note for these agencies.  
In response to the previous version of this proposal, officials from the City of Kansas City, the 
City of Springfield, the Kansas City Police Department and the Cole Camp Ambulance 
District each assumed the proposal will have no fiscal impact on their respective organizations. 
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero 
impact in the fiscal note for these agencies.  
Oversight notes creating or contributing to a pool is voluntary; therefore, Oversight will not 
reflect a fiscal impact for the changes to Sections 287.245 & 320.400.
Officials from the Branson Police Department
fiscal impact. Therefore, Oversight assumes no fiscal impact for this organization.
 
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other cities, various county officials, sheriffs and police departments, fire protection 
districts, ambulance and EMS and hospitals were requested to respond to this proposed 
legislation but did not. A listing of political subdivisions included in the Missouri Legislative
