FISCAL ANALYSIS
ASSUMPTION
§191.1720, 208.152, 217.230 & 221.120 - "Missouri Save Adolescents from Experimentation
(SAFE) Act"
Officials from the Office of Administration - Administrative Hearing Commission, the
Department of Commerce and Insurance, the Department of Elementary and Secondary
Education, the Department of Public Safety - Missouri Highway Patrol, the Department of
Social Services, the Missouri Department of Conservation, the Missouri Department of
Transportation, the Missouri Consolidated Health Care Plan and the Missouri Office of
Prosecution Services each assume the proposal will have no fiscal impact on their respective
organizations.
Officials from the Office of the State Courts Administrator assume there may be some impact
but there is no way to quantify it currently. Any significant changes will be reflected in future
budget requests.
In response to a previous version, officials from the Attorney General’s Office assumed the
proposal will have no fiscal impact on their organization.
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero
impact in the fiscal note for these agencies.

subject to administrative discipline or taken to court if they do not adhere to this proposal.
FISCAL DESCRIPTION
The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not
require additional capital improvements or rental space.
