FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Revenue and the Office of the Secretary of State each 
assume the proposal will have no fiscal impact on their respective organizations. Oversight does 
not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the 
fiscal note for these agencies.  
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, several counties were requested to respond to this proposed legislation but did not. A 
listing of political subdivisions included in the Missouri Legislative Information System 
(MOLIS) database is available upon request.
Oversight notes statutes states a county library board of trustees may order an election on the 
question of increasing taxes under §182.010. This proposal would give the county commission 
authority to overrule and reject a county library board of trustees’ decision to order an election 
on the question of increasing taxes and remove any trustee of the board for conduct prejudicial to 
the good order and effective operation of the library. Oversight assumes there could be some 
election cost savings to county commissions, but believes the savings would not be material. 
Therefore, Oversight assumes no fiscal impact for this proposal.
