Oversight assumes this could possibly make it harder to establish a Community Improvement District and/or a Transportation Development District. However, Oversight assumes this to be a potential indirect Officials from the Department of Revenue, the Missouri Department of Transportation the City of Springfield organizations. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note for these agencies. Oversight only reflects the responses received from state agencies and political subdivisions; however, other cities were requested to respond to this proposed legislation but did not.
