HCSHB1481--LAWENFORCEMENTAGENCIES(Christ) COMMITTEEOFORIGIN:StandingCommitteeonCrimePreventionand PublicSafety Thisbillspecifiesthat,whenthecityofSt.Louispasses ordinances,noordinancecaninanymannerconflictorinterfere withthepowersoftheBoardofPoliceCommissioners. Additionally,themayororanycityofficermustnotimpedeor hindertheBoardofPoliceCommissioners. Anysuchpersonwho forciblyresistsorobstructstheexecutionorenforcementof provisionsrelatedtotheBoardwillbesubjecttoapenaltyof $1,000foreachoffenseandwillbeforeverthereafterdisqualified fromholdingorexercisinganyofficeoremploymentunderthemayor orcommoncouncilormunicipalassemblyofthecity. OnAugust28,2024,theBoardwillassumecontrolofthemunicipal policedepartmentofSt.Louisand,nolaterthanSeptember28, 2024,theGovernormustappointtotheBoardfourcommissioners. TheBoardmustinitiallyemploy,withoutreductioninrank,salary, orbenefits,allcommissionedandcivilianpersonnelofthe municipalpolicedepartment. TheBoardisrequiredtoappointand employapermanentpoliceforceconsistingofnotlessthan1,313 patrolmen. TheBoardmaycontinuetoemployasmanynon- commissionedpoliceciviliansasitdeemsnecessaryinorderto performthedutiesimposedonthem,whichwillincludecity marshalsandparkrangers. TheBoardwillgranteverymemberof thepoliceforceacertainnumberofpaidvacationdaysbasedon howlongeachmemberhasservedasprovidedinthebill. Thebillspecifiesthemaximumnumberofofficersofvaryingranks thepoliceforcecanhave.ThesalariespaidasofAugust28, 2024,mustnotbelessthantheannualsalariespaidtoeachmember beforetheenactmentofthisbill.Noadditionalcompensationwill begiventoanyofficeroftherankoflieutenantorabovefor overtime,courttime,orstand-bycourttime.Probationary patrolmen,patrolmen,andsergeantsmustreceivecompensationfor allhoursofserviceinexcessoftheestablishedregularworking period,forallauthorizedovertime,andforemployeeswhocomplete academicworkatanaccreditedcollegeoruniversityuptoa certainamountasprovidedinthebill.Additionally,certain officersmayreceiveupto10%oftheirsalaryinadditional compensationforhoursworkedbetween11p.m.and7a.m.Such officersmaycurrentlyreceiveupto5%oftheirsalaryas additionalcompensation. Thisbillprovidesthat,untiltheBoardadoptsotherinvestigative anddisciplinaryprocedures,thepoliceforceshallfollowthe disciplinaryandinvestigativeproceduresestablishedbythePolice ManualoftheSt.LouisMetropolitanPoliceDepartmentthatare consistentwithlaw.TheBoardwillnotadoptanydisciplinary proceduresthatdonotincludethesummaryhearingBoardprocedures currentlyspecifiedinthePoliceManual.Thisbillprovidesthat reimbursements fromtheLegalExpenseFundtotheBoardfor liabilityclaimsmustbeona21equalsharebasisperclaimupto amaximumof$1millionperfiscalyear.
